For example, if I drop a MLB player in the offseason but before the auction, what percentage of his salary do I owe for the upcoming season?

Our 2017 season will begin sometime in October. I usually rollover seasons during the MLB playoffs and open up transaction permissions once finished, just depends on when I get around to it. Any drops at that point will count towards the 2017 season, with players' 2017 salaries only taking a 25% hit if dropped.
Any future years on the contract (2018- ) will cost 50%, with those cap hits coming in each of the individual contracted years. Essentially not a one time buy-out.

Is this also true for players who are only signed for 2017 (without future years)? Is it just 25% for 2017?

That is correct. If they are only signed thru 2017 you would have a 1 year 25% penalty.
