You can not "stash" players on your DL or in your minor leagues. A player on your DL who has been activated by his major league club must also be activated by you. Also, any guy on your squad that is on a major league contract that is in your minor leagues has to be moved to your active roster if he is called up by his MLB club. To reiterate a previous point, this is not the case if the player is under the AB/IP limits. If they are under they can stay in your minors even if they are on a major league contract. In a 20 team league the waiver wire is obviously less attractive than in leagues with lesser teams, so anti-stashing rules are a must.
The constitution outlines how long you have to make the moves mentioned above and penalties for non-compliance.
