You can never go over the 90 mil salary cap. All high bids that you hold are considered won bids. Basically, all players already won in the auction(along with hold over players in future years) are combined with all high bids that you have and the combination of those players contracts can't exceed 90 mil. Penalties and the process for dealing with offenses can be found in the constitution.
